This all goes back to 1977 when the legal definition of a moped changed. To put an inexperienced 16 year old on busy A roads on something with a top speed of 30 is a nasty accident waiting to happen. May be OK as a cheap 'pass your test' bike but not as a serious buy. I'm not convinced about the quality of Chinese bikes.

Have the scooter by all means. Kymco are a good brand. But ditch the helmets - you don't know their history, and they could have done their job of protecting their users from head injuries without any visible damage. Nothing more important than your head after all.

A pretty good choice for commuting I'd say. Certainly more suited to it than a big heavy (and thirstier) R1200RT. Keep the Beemer for touring as you say.
