It's a ridiculous state of affairs when whole divisions have no traffic cover available

It's a ridiculous state of affairs when so many people break the Law; it's not difficult - observe the speed limits specifically and the Highway Code in general.

If everyone did, problem solved and vast quantities of taxpayers' money saved.
