This was a Police rider trying to block the inner lane due to an incident further along, note the other two bikes and ambulance that come along seconds later.

The red truck got the idea and moved over to the outside lane as did the car behind it - but the driver of the yellow car was the stupid, blind idiot who was not looking where they were going or anticipating what was happening ahead of them... If a truck & car pulls over to the outside lane you don't just keep going, they moved for a reason.

They would have hit anything, even if it was lit up like a Blackpool Tram during the 'Lights' season with a big sign saying LANE CLOSED on it and flares and cones.
