I wear always:
Kevlar-lined jeans with knee- and shin-armour.
Either a textile jacket (I have one with zip-open vents so it's more of a summer jacket) with the elbow- and shoulder-armour it came with or a motorcycle leather jacket.
Leather ankle boots; the ones I have are called Manx Boots (originally from Hein Gerike but bought new pairs from other shops)
Leather gloves - single layer but I wear 'silk' liners.
Nolan N44 helmet.
Buff.
Long- or short-sleeved T-shirt.
Pants, boxers or briefs ..... unlike the chap on Silverwing600 who always goes Commando.
Thermal underwear when it's cold.
I have under the seat a 'North Face' kagool which goes comfortably over both jackets, is totally waterproof and also keeps the wind out when necessary.
Loose-fitting waterproof over-trousers; they were expensive but worth the money.
Lobster-claw waterproof over-gloves. As I use handlebar muffs all year round I rarely wear the over-gloves but they are worth having, just in case.

Kevlar type jeans are well worth having for riding and walking stuff, I favour Hood Jeans but there are plenty of others.
A decent lid of course.
Gloves always, always, always.
Boots is a matter of choice, I prefer Altberg lace up boots - not cheap but utterly waterproof, protective and very comfortable to walk about it.
For really hot weather consider a mesh jacket rather than giving on to the temptation to ride in a T shirt.

Always gloves & because it's the law a crash hat, beyond that whatever I determine best for the particular journey.
Have wheels, will travel :D

I've found that, if you wear the same underpants for several weeks, they have the same effect as kevlar. Especially if you've had a few close-shaves. :)

Seriously, I always wear an armoured jacket and boots but if I'm just going down town, I don't bother with armoured jeans. MIne are a bit big for me and require braces, great for a winter ride because they come right up my back but too cumbersome to wear around town. I'm just as vulnerable on my pushbike and I wouldn't wear heavy armour on that. Perhaps there would be less nasty accidents on the TdF if they wore racing leathers? OK, they'd die of heat exhaustion but there would be a fewer broken collar bones and skin abrasions.
