I reckon that is the answer. Either the stator or the voltage regulator is faulty and you are not getting enough volts/amps at revs. Get your charging system load tested.

Not tried the heated grips or seat on my 2013 650 yet, will give them a go over the weekend and report my findings. Did have a look at the handbook though and this is what is written there.

"The grip heater has a built in automatic switch, to avoid unnecessary battery consumption. The automatic switch turns off the grip heater when the engine speed becomes lower at engine idling speed. When the engine speed increases, the automatic switch turns on the grip heater. Pushing the switch will not turn on the grip heater, when the engine speed is low. Increase the engine speed and push the switch again to turn on the grip heater".

"The heated seat uses battery power. Turn off switch when engine is not running".

Most of the testers who rode the new style Burger reported the same problems.
Tested mine this morning for the first time - (first cold morning)
Slow to come up to full temperature - but good when there.
Similar effects noted in traffic / slow speed.
