just a random stab in the dark here :D check to make sure all the earth cables are intact and grounding properly, meaning starter motor cable and any battery cable that is supposed to be earthed :D
I cant seem to remember.. I don't know where I'm going, but I'm on my way.

check the ht lead follow it up to the coil and check coil if mounted is earthed well and check the terminals on the coil and its earthed properly, sorry not had one of these scoots so stabbing here, are you using your original cdi or did the scoot engine come with one :?:

probably not blown the cdi, it`s just not doing anything, the cdi so to speak sends the volts to the coil then its pulsed to the spark plug via the ht lead,
the cable plug connector to the cdi has to have the correct colour coded wires to it, why is the wiring different :?: is the engine just a swap from another neos with same cc :?: and same year-ish of manufacture :?:

if you can find the correct wiring diagram from the other engine its possible to switch the wires to the cdi plug to match what its supposed to receive :D
