Has this been posted before? Looks like you will no longer be able to use a 125cc bike or scooter to do an A2 test:
Sub-category A2 (standard motorcycle)
The sub-category A2 motorcycle you use for your test from 19 January 2013 must:
-be a solo motorcycle
-be at least 395cc capacity
-have an engine power between 25kW (33 bhp) and 35kW (46.6 bhp)
-have a power to weight ratio of no more than 0.2kW per kilogram
If the engine power of the motorcycle has been restricted to fit sub-category A2, the normal unrestricted power cannot be more than 70kW.

If you mean tiered licencing, then I agree. What I'm more suprised at, is that there was no consultation, which really pisses me off. The training schools must have lobbied for this? Or are we just following EU directives again, which I'll be the Italians are ignoring. So much for easing congestion lowering carbon emissions etc. It will hardly encourage more people to do the test will it? 
And into the bargain, I thought they were dropping the two part test. Doesn't look like it now.

Other changes. The A2 category restrictions will change, which means that you could, in theory, do this test on a Mk3 TMAX for example:

After the test you can ride up to 46.6bhp for two years.
You can only do the A2 test after the age of 19. Before that at 17 you can only do an A1 test on a 125cc.
You now can't do an unrestricted test until the age of 24 (unless you have done an A2 and held that licence for 2 years).
