My own investigation in to that leads me to believe that at some point, the clutch has got very hot, beyond casing tolerance or over heated, hence the paint has bubbled up and pealed off the casing in that area.

When i did the clutch other day it was caked in black and muck and dust and has a very lumpy and rough surface on the bell, toke some time to get it all smooth and clean now :D
