For winter I use 'Frank Thomas' riding gear. You can buy the trousers and jackets separately and they zip together if you want them to. It was a while ago when I bought mine but my trousers were £70 reduced from £90 because I was a cheeky bugger and asked for a discount! The stuff I bought from my dealer incorporates 'Anti-freeze' technology which really is very good. I still ride in sub zero temps and don't get cold. Not too expensive either and very very hardwearing and warm and dry. I've had my current set for over 7 years and for the first 4 years of it's life it was used everyday in winter weather. Not once did any of it leak, and it still doesn't. I've completed many tours with it too. The trousers can be worn over jeans or trousers or just worn over some joggers or thermals. You do need to wear something under them in my opinion for comfort as the material they are made of is gortex with armour and padding etc. You would not want to walk around all day in them either as you would 'melt' with the heat they conserve and although they breath, you'd still drown with the condensation that forms in them if worn off the bike for long periods. It would cause the family jewels to over heat big time!!
Probably not ugly enough for the 'Ugly Bunch'!

I bought a pair of these recently for 20 quid, they're ex-German military, waterproof, fleece lined trousers and they are great! 8-) I just slip them over my work trousers in the morning and they keep my legs lovely and warm. There are a few sizes left or try your local army surplus shop: Clicky
