You shouldn't have a problem finding a Burger 400 for that money.

I often go over the Pennines on mine all year round, usually Dovestones/Holmfirth, sometimes M62 and the bike is more than up to the job. The weather can drive you off the road a little bit sooner than it might on four wheels but that isn't a problem if you've got the car in reserve and decent winter gear to wear.
