My thumb of rule (if all have the same technology - 4stroke, carbureted):
50cc: 2 litres/100km and with every doubling of displacement +1 litre/100km.

My bikes:
50cc: Baotian Ecobike 1.84 litre/100km (153 mpg)
125 cc: Suzuki UE 125T: 2.53, MBK Doodo: 2.91 Kymco Yager GT: 2.97 (111, 97, 95 mpg)
250cc: Kymco Grand Dink: 3.78 (75)
500cc: Kymco Xciting 4.82 (59)

A standard electric scoot (without any areodynamic or sophisticated tricks) needs about 4kWh/100km.
Comparable to less than 0.5 litre / 100km or much more than 500 mpg..
Salut/Cheers

My 400cc Burgman z abs averages 74-78mpg in everyday use. That includes running at many speed ranges from 30-75mph. If I don't go over 60mph she's good for 80-82mpg depending on conditions. Best mpg to date is 91mpg and achieved by not going over 50mph. Amazingly, I wasn't bored, but pissed off many other road users no doubt by getting in the way! Brimming and pencil and paper maths produces virtually identical figures to my on board fuel computer figs.

Not all scoots but you may find interesting:
My GSX1400 managed 47mpg on a run at steady 75mph
My DL1000GT managed 47mpg on a steady run at 75mph
DL650 managed 58mpg at steady 75mph
Burgman 650 which I ride periodically for work returns 49mpg at steady 75mph but this seems to vary wildly and can be as low as 43mpg
My GT500 managed 42mpg at steady 70mph
My 500cc A7SS managed 38mpg overall at 60mph
My Tiger 90 350cc managed 40mpg at steady 70mph
My MZ250 managed 65mpg at 60mph
My CD175 was good for an overall 80mpg but I rode it very hard. I was a mere yoof at the time
My C90 did 95mpg most of the time
My C50 managed 100mpg (pushrod engine)
Probably not ugly enough for the 'Ugly Bunch'!

Been riding for 55 years & owned too many bikes to list here...
