I occasionally ride an electric bicycle myself. Its a legal one which cuts all electrical assistance at 15 mph so then its like a heavy bicycle which will only achieve higher downhill speeds. I have seen 25 mph but my old legs can't turn the pedals fast enough to make any difference at that speed so its gravity only. Generally I settle on the medium assistance option which gives me some exercise and can usually hold 12 mph except on steep gradients. E-scooters on the other hand have slipped under the radar with no official power or speed limitations in most cases.
