honda sh300 wont start

Bought a stolen/recovered 2012 Honda sh300 here that wont start as a project. I have cleaned all the electricals , changed the fuel, new spark plug. The bike has compression, spark and fuel so i don't know why it still wont start, I have already attempted with starting fluid still wont run. When trying to start the engine keeps on popping/backfiring through the exhaust which is weird to me. i have already lapped the valves and check valve lash its all in spec/ checked piston rings and timing all in spec to the SH300 manual. The ecu gives me the code 1,8, 9 during the diagnostics check which is the throttle body TPS sensor unit, i clear the codes , crank for 10 seconds the codes do not come back.... Also I have noticed the ecu is 38770-KTW-901 which is for 2007-2010 sh300 model, does that matter? I've seen Honda bikes with completely different ecu in them and the only difference with the 07/10 ktw-901 and 11/14 ktw-b02 ecu is the bank angle sensor which i have already bypassed.... .Does it have something to do with the pickup coil? After a couple of weeks I'm completely baffled
Has anyone gone through something similar like this on their sh300 or Honda bikes???
