may be one of those 'fender extender' things on the front mudgaurd might help to stop the crap hitting the filter, suspect stones chipped the paint and then it rotted

That's really bad. Makes me wonder if a stone had maybe chipped into the filter and allowed the rusting process to start. May just have been a weak point anyway in the filter from the manufacturering process. I've seeen that before on car filters.
