Why the hell didn't he brake when he hit the pannier, he just let the bike roll off the edge. Seems like poor bike control.

Like DW said, you don't have time and it isn't helped by a couple of quirks in the way our brain works - this is one of the tricks Derrin Brown uses to walk away with somebodies wallet.
The bang will already have emptied your short term memory so you aren't thinking about the drop on the left.
We train our brains to keep us balanced at all costs. Jumping on the brake after hitting the bollard would cause a fall so instead you turn your wheel so that it will move under you and restore your balance making you turn towards the drop. By the time you start thinking about braking and your surroundings you are already over the edge.

Ok, I can believe that. Hope he was ok, I'm guessing the bike would be a write off if it went in the drink?
