Your son wouldn't be able to take his test on the PCX (if that is a consideration?) it is too slow to meet the criteria.
You will be lucky to hit the speed limiter brand new so it certainly isn't going to maintain that speed with some miles on it.
Although it has a Honda badge on it the PCX isn't up to Honda Japan/Honda Europe standards.
It is fine if initial layout is the critical factor but the X-Max easily beats it on quality (so do the other Honda 125's)

The XMax is definetly the best option. The dealer has given a better deal at £3300 plus a free 1st service but no px.
The new Piaggio Fly at only £2220 is still a contender in white as the dealer will px my Burgman plus £500.

I think your point about the test is out of date, from what I've read recently the days of two different 125 classes are gone.
The PCX will easily hit the limiter when brand new.
This happens at an indicated 67mph, (62.5mph actual) so well over the mandatory 55mph.

I likes my Xmax... Storage is excellent... You will get used to the seat hight...
The 125 gets great reviews from Scooter Staion in group test etc...
Can you get a test ride on any you are after?

That looks a good buy at that price! Not too dissimilar to the Sym models.

The Pcx is only recorded as an A1 category on the DVLA list.

The list is out of date since the legislation changed.
As for the PCX suitability the test can be taken on any learner legal machine:
Category A1
This is a motorcycle without a side car that must:
be at least 120cc and no more than 125cc
not have more than 11kw power (14.6bhp)
be capable of at least 55mph (90km/h)
DSA will accept all 'learner legal' machines for test unless there's clear evidence they don't meet these rules.

The Honda PCX is a fairly nippy little thing, seems as quick off the mark as any other 125 in my experience.
I would be utterly astonished if it was unable to meet the requirements of the current practical test.
But hey, Bluebottle always knows best, he's omniscient.
