The simplest mode of transport is the motorcycle/scoot, you are at fault if you cannot miss something in front of you. Wrong speed for the situation and poor observance are the causes of most motorcycle/scoot accidents. In this case Ducati man, as usual was thinking if I rev the bike up, traffic will hear me coming, move out the way and let me through. In London, there are a few suicide riders like this, I have trouble beating them on the Innova, where I'm in stealth fighter mode,(a silent, invisible bike).

Although I do not condone dangerous driving I do find on my daily london commute that cyclists are a first class pain in rear and try to ride pedal powered machines like I might ride a fast engined bike. They pull out without looking, no lights, filter in inappropriate places and have limited awareness of motorcycles.
I hate scooters more though

pizza boy last night riding like bike was stolen with a fag hanging out of helmet.

Here's another link:
biker knocks cyclist - Mall
The biker rode with intention to strike the cyclist, in my opionion, with malice.
Cyclist was in his lane and clearly visible, if a little foolish to be on his phone at the time.

Contributing to the accident, cyclist not in full control (5%), Ducati is a two wheeled Audi so ridden dangerously (85%), poor road layout (10%).
Riding a motorbike in London is about going for the gap, but this rider is making the mistake of going for all the gaps regardless of the risk to other road users.
The biker is at fault & requires some more rider training & anger management classes until he grows up.

Regardless, we'll all be paying for this.
The powerful cycling lobby will use this as an excuse to clamp down further on our rights to ride and park - you'll see.
