Givi do a selection of tunnel bags which sit in front of the seat, but I don't think there is an off the shelf kit for mounting hard panniers.
Nothing to stop you building your own but it's far easier to use soft throwovers.
If you're not taking a passenger just bungee any bag onto the back seat.

The Moto Detail tunnel bag is cheaper than a Givi and fits perfectly on the S-Wing. I think they are out of production now but I have seen old stock in the Manchester Heine Gerricke and other places. There are other brands too.

Panniers will cost you something in top speed and fuel consumption but if you use a tunnel bag and a bag (tank bag) bungied to your rear seat you will probably improve the aerodynamics of your scoot.

I used to attach my tunnel bag to the curry hook at the front and the helmet loop at the back (under the seat). When it came to refuelling I could unclip the curry hook and push the bag to one side to get at the fuel filler.

Never used panniers when camping on the scoot. Just plenty of bungees and ratchet straps to hold it on the rack and the pillion seat.

Givi make tunnel bags. I use their waterproof kit-bag bungeed on to the pillion seat, but not sure if it's still available. Plenty of other waterproof sacks available (Ortlieb?) and can use a PacSafe net for extra security.

Waterproof kit-bags regularly turn up in TK Maxx dirt cheap

Go on ebay and search for 'kayak bags' I have 30 and 40 litre orange Highlander bags, triple layered and will keep stuff dry even if submerged (as long as you have closed then correctly.

Not much good if you're with a pillion though

If you do have a pillion on a 125 S-Wing you're not going to have much load carrying capacity, how much weight can it take?

I'm using a 90ltr back pack tied down with bungee cords on the pillion seat, going to order some panniers a tank bag all to go with my top box and underseat storage =)
