The manufacturers should not make it like that, You should be able to change the bulb at night without removing much, ie. the way things were made it, was one holding screw and the rim pops out. It's penalty points for riding without lights.
You need quick access to change bulbs, one of the worst cases is a Ford Ka model, where the wheel and inner wheel arch needs removing. So you see many driving around with one headlight working.
From now on, a first test for me will be access to the headlight bulb, if they can't make that easy, then what else is a mare to do on the product I'm looking at.
I like the Vespa, my old Rally 200 was easy to work on, engine out and back in an evening if needed. headlamp bulb 5 minutes, times have changed not always for the better.

Many many cars require a wheel off and inner wheel arch liner removed to replace a headlight bulb. That's not new.
