If it is the pump thats out report it, fuel is to expensive without paying for more than you are getting.
Pumps are checked by weights and measures and I doubt it Asda would purposely do this.
I'd be careful letting your fuel level get to such a low point. Aprilia quote 15.5 litres including reserve for the SR Max but rarely do I let it get that far into reserve (around 13 litre mark). Its probably more likely that you pick contaminants up if you let it run down that far, and then they can get into your engine and cause problems. That is unless you fill up with the occasional tank of fuel with the cleaning additives.
Fuel tank levels do not include filler pipes and are quoted only in round numbers rather than say 15.5l. Careful though running your tank so low, at the bottom you will start to pick up crap and sediment you do not want to get into an injector system.

It could be the fuel pump - I once had a Tesco pump that was happily saying that fuel was being dispensed (and money clocked up), but nothing was going in the tank!
I know there may be some extra capacity in fuel lines etc and the tank may not be exactly 15l, but 0.8l extra is too much for that. Piaggio would have claimed a 16L tank in that case! Remember the fanfare when the mk3 Tmax tank had a whole extra one litre capacity compared to the mk2....
