Anyone know of a route planner and navigation for either Android or iPhone that allows a waypoint based route to be planned (or imported) and provide the navigation. Most apps I know always do the fastest or shortest route from start to end.

Have a look at CoPilot bud fairly sure waypoints will work in android & iphone (they did on windows phone I had) ..... Yep ....

CoPilot Live v8 can route you through a certain point without considering it as a stop. By setting Waypoints you can adjust CoPilot's route, to calculate a detour via the waypoint.

Select Menu > Plan or Edit Trip.
Select Add Stop and choose one of the destination entry options described in Setting a destination.
The destination entered will appear on the Plan Trip list as a Stop, with a flag icon next to it.
Select the destination you wish to change to a Waypoint.
A pop-up menu will appear containing a list of options. Select Set as Waypoint.
The address will now be listed as a Waypoint, with an arrow icon in front of the address or place to indicate that is it a Waypoint.

Tip: To change a Waypoint back to a Stop, select the destination and choose Set as Stop from the pop-up menu."

Cheers do you know if it can be created before a ride in advance and not rely on data.

Google Maps on android
To send someone directions and a link to the route in Google Maps, follow the steps below.
Open the Google Maps app Google Maps.
In the bottom right, tap Directions Directions.
Select a route.
In the top right, tap More More.
Tap Share directions.

Add multiple destinations
Open the Google Maps app Google Maps.
Search for your destination or tap it on the map.
In the bottom right, tap Directions, Directions.
In the top right, tap More ,More and then Add stop.
When you are finished, tap Done.
Notes:

You can add up to 9 stops.
Directions to multiple destinations, or waypoints, aren’t available for public transit or rides.
To change the order of your stops, find the destination you want to move and then touch and hold Reorder and then drag the destination.
You can search for places along your route.

Google Maps on is a free app. I use an old android phone with no SIM card in or data plan.. I download the route at home using the house WiFi. Done several rides using this method. You don't get real life traffic updates just the route directions.
Save a route
Open the Google Maps app Google Maps.
Make sure you’re connected to the Internet.
Search for your destination or tap it on the map.
In the bottom right, tap the blue circle. It’ll show a car, bus, bike, taxi, or person walking.
From the top, choose your mode of transit.
Tap the white bar at the bottom. It’s the one that shows the travel time and distance.
At the bottom, tap Save offline.
Notes:

Your route is saved on your phone or tablet. Make sure to use the same phone or tablet when looking for a saved route.
Your saved route expires after 30 days.
Your route will show you the same mode of transit you chose when you saved the route.
Find a saved route
Open the Google Maps app Google Maps.
At the bottom, tap Saved offline route.

A problem I have with waypoints is that on my TomTom it wants you to go within 1mm of the point before it switches to the next one, so in practice I find a printed list of towns and road numbers works the best, and when convenient and needed I pop the next town into the TomTom.

So a paper list really.

Muddyfox. Google maps on android doesn't work. As soon as you load a route planned on a PC it loses all the way points you had a just does a direct route from where you are to the destination.

mmm, it seems it does. I will test this tomorrow when I pick my bike up from its service.
