2019 Burgman 400 top Speed?

2019 Burgman 400 top Speed?
My 2019 Burgman has now don 22500 miles . During that time ive never managed to get to 70 mph without going over 8500rpm . Do i have a Belt Drive Problem? Trevendo.:

I had a 2010 Burger 400 that did 6500/6550 rpm at 70 it always felt like it was revving to high,
a set of 20g doc pully sliders helped but they increased the revs at low speed then after about
50 they decreased them. Wouldn't be surprised if the front pully had a step in it.
