The 250 scooter which will routinely average 100mpg (like wot a PCX does) is yet to be built.
When it is, I want one :D

That myth is easily dispelled by having a look around on fuelly.com
With the standard of arithmetic in this country, I doubt if some of the figures on that site are correct.
If not, a Tmax that averages 38.1 miles to the gallon has some major problems.

Or it's been filled by Steve, who tried to get 15 litres in Alans Mana when there was only room for 10.

You have a fair point there, but the site takes care of the calculations for you so all the user has to do is enter the numbers.
Then again, you have a point about current general educational standards...

As for the Mana story, I once discovered that my 40ish litre car petrol tank had a bad leak when filling up, I looked at the pump and thought to myself fifty litres...?
This car has never taken fifty litres before.
At least ten litres were on the forecourt

They have been built, but not as production models (which Im guessing is more what you meant, I'm not having a dig).

The problem being that bikes and scooters have diabolical aerodynamics. To get high mpg figures requires a roof and enclosed - cockpit and most people don't like that. I have had contact with "amateur" one-offs that used standard running gear and got amazing economy figures.

My best result from an Xevo 400 was just shy of 100mpg once, 82 mpg for the Burgman 400 and around 95mpg from a PX 125. They were the very best I could get.

I go everywhere nearly flat out on my PCX and it averages high nineties.
If I make a big effort to ride it economically it will do over 110mpg.
