So there was I, passing a row parked cars in the village, about 10 to 15 mph, that’s me not the parked cars.
Next thing is one of the parked cars decides to pull out and side swipes me. I kept the scoot on its wheels and quickly stopped. He stopped, gets out and was very sorry, probably because his newish shiny Golf was dinted and scratched down the off side where the tang of my main stand scrapped along it. We swapped names, addresses and insurance companies, he went on his way .
So my scoot has a damaged main stand, and damaged near side plastics, all easy to fix.
Now the interesting bit and the bit I do not like. I phoned the police to inform them of a road traffic accident, they asked;
Did he stop? – yes
Did you exchange names? – yes
Did you get the reg ?– yes
Were you injured? – no
Was any street furniture damaged? – no
They then told me that there is nothing they can do and it is down to the insurance companies
I ask why nothing can be done as he was clearly diving without due care and attention, they said if we went to every traffic accident we would get nothing else done and to be fair it was ‘just an accident’ we all have accidents, we cannot prosecute all traffic accidents even if it was his fault.
I said good bye

when did the swimming pool come in to it? 
I had that with my Tmax incident, the other driver waved down a passing police car because he jumped to the conclusion I was drink driving... and wasted their time...
Also the 2010 accident I had, the police were called because the other driver drove off, but the police still did nothing because the female driver said I was very aggressive and swore... so even though she was found 100% at fault, just because I was scared shitless because she almost killed me she was not charged for driving without due care and attention.

All comes down to evidence.
There's no evidence to prove beyond all reasonable doubt that either of you drove without due care or attention.
Fact is you don't have to report a non-injury collision to the Police in the first place.
If you do then you are just wasting their (and your) time.

If they had been seen by the Police and they could be bothered or hit a Police car/motorcyclist then it would be different because the Police would be a witness.

They don't always prosecute even if someone is hurt.
When I was hit by a 72 year old twat and broke my collar bone the CPS decided it wasn't in the public interest to prosecute him.

If you want the police, and they're aggressive, then quote a Section 5 assault. This can be non-contact assault, and has always got the police to attend in my experience.
