Rust needs treating yes but looks worse than it is unless can poke holes in it .Even then could be welded .

While you’ve got it stripped back I’d use a gentle wire brush on that rust to check it’s superficial. If that’s the case then liberal application of ACF50 is the answer. It’ll arrest the corrosion that’s there and prevent it getting worse. Looking at your scoot I’d guess it’s fine and nothing to worry about. You probably just need to replace a part to get it running. Sorry I can’t tell you which one. But yes, I agree with others, don’t rush into it. I’d say if you get running with a bit of TLC you could easily get a grand for it. Good luck.

200 is little. You can sell many parts for at least 1k
Did he show you no spark?
Could be coil. Could be crankshaft position sensor and also fuel pump. You can get a pump and replace yourself. 25k mipes is little. If it was always well maintained. oil on time and at proper level always
Rust is another flaw of thr b400. Nothing new. Also grounding battery wire issues corrode over time. A lot of fog/rain in uk
You are not doing your own maintenance so it may be much for you to deal with. It could also be your computer contacts are dirty.
The ecu sits in front of the large glove box but under the front cowl/face/fascia or whatever you call it. Mitch has videos how to remove. Not hard at all. Around 16 screws and some garbage (another desigb flaw) plastic push rivets that will break and need replacing over time.
The b400 has a lot of "known" flaws
If you part out the bike id buy some parts from you
